A precautionary lockdown is in effect at two Orange County jails stemming from an altercation between rival gang members, the Sheriff's Department said today.
The Theo Lacy Facility in Orange and the Men's Central Jail in Santa Ana have been on a security lockdown since Friday evening after a quarrel broke out in the Orange facility, sheriff's spokesman Damon Micalizzi said.
âIt's for the safety and security of inmates and the staff,â Micalizzi said. âIf there is tension among rival gangs, you don't give them an opportunity to put other gang members or staff in danger.â
Sheriff's deputies were not injured during the altercation and Micalizzi was unaware of any gang members getting injured.
Micalizzi said restrictions could be lifted by the end of the week.
Typically in a lockdown, inmates are confined to their cells and lose recreational privileges.
The Orange County jail system has 6,600 inmates, with Theo Lacy, the largest facility, housing about 2,770 maximum- and minimum-security inmates.
In 2004, the same jails were put on a two-week security lockdown because of concerns about possible violence between Asian and Hispanic gang members. </description>

This is the one part of the Hsu saga that hasnât gotten much press yet. Amid all the sexy details of great train escapes and gangland kidnappings and punching out old girlfriends (âHeâs mentally unstableâ) and where the money came from and how much of it Hillaryâs planning to give back, the fact that Hsu was allowed to buy publicity by hobnobbing with prominent Democrats despite being a known fugitive with a history of bad business deals helped him cut a much more convincing figure when running his scams. Weâve been wondering why a savvy businessman like Joel Rosenman would toss $40 million this guyâs way â but why wouldnât he? He was one of the top 20 Democratic bundlers in the country, according to the WSJ. Rosenman must have assumed that heâd passed the Democratsâ various political background checks and thus that it was okay to take a chance on him. The Dems have been allowed to skate thus far on the way they let their brand be used by him that way. As the lawsuits pile up, thatâll get much harder.

An Orange County investment company filed a lawsuit against disgraced fundraiser Norman Hsu on Friday, saying that he defrauded investors out of at least $23 million and dictated that they make contributions to Democratic candidates as a condition of doing business with him.
According to the suit, Hsu persuaded the companyâs operator that he was legitimate partly by taking him to Democratic Party events, where, the suit alleges, Hsu was thanked and praised by New York Sen. Hillary Rodham Clinton and California Atty. Gen. Jerry Brown, among othersâ¦
The suit lays out how Hsu attempted to leverage his growing profile as a fundraiser to draw in investors and to tap his network of investors for political contributions.
It says Waters invested with Hsu in part because âprominent persons, including Sen. Hillary Clinton, New Mexico Gov. Bill Richardson, California Atty. Gen. Jerry Brown, national Democratic political advisor James Carville, film director Steven Spielberg, actor [Tobey] Maguire, grocery store magnate/billionaire Ron Burkle and others introduced and/or endorsed Hsu as a friend, colleague and trusted associate.ââ¦
At one event for which no date is given, the suit says, Hillary Clinton spoke via videoconference, singling out Hsu for thanks. At another event, a 2006 fundraiser in San Francisco, Waters sat at a table with Brown, who âpraised and endorsed Hsu.â
Hsu also told Waters he had hosted a dinner party for Bill and Hillary Clinton at his New York apartment, and had a private dinner with Sen. Edward M. Kennedy (D-Mass.) in Beverly Hills, the lawsuit says.
I wonder if thereâs some sort of contributory negligence action afoot here if the investors can show that the Democrats knew or had to reason to know that he was (a) a fugitive, (b) with a history of bad practices, and (c) allegedly guilty of illegal fundraising. Ohhhh, the schadenfreude if there is. In the meantime, hereâs the Glacier being quizzed about Hsu this morning on Meet the Press. She says they took action right away to refund the dirty donations â which is true only with respect to the money donated by Hsu, not the many hundreds of thousands of dollars more that he bundled for her. She also conveniently neglects to mention that sheâs going to ask them to re-donate the money after she gives it back. Total questions about the warnings her campaign allegedly got from Jack Cassidy this summer: zero.

Anaheim officers are free to enforce a ban on medical-marijuana dispensaries for now, under a court ruling Friday.
Judge David Thompson of Orange County Superior Court denied a request by a medical-marijuana group to block Anaheim's law forbidding dispensaries until a trial can be held. The judge's ruling, issued late Friday, also stated the group was unlikely to succeed in a trial.
The lawsuit by Qualified Patients Association is believed to be the first such legal challenge in Orange County of laws against medical-marijuana outlets. About 15 Orange County cities have banned or are contemplating outlawing dispensaries. Other cities are closely watching the case as a possible precedent.
Tony Curiale, the association's attorney, said he was disappointed in the ruling. He was unsure what the association, which runs a dispensary from an Anaheim storefront on a major thoroughfare, plans to do in the meantime.
&quot;We still have a trial, but it doesn't help us between now and then,&quot; Curiale said.
&quot;I'm glad the court agreed with me, but I assume this isn't the end,&quot; said Moses Johnson, deputy city attorney. &quot;It's just the first stage.&quot;
Voters approved a state proposition in 1996 to allow marijuana use for medical reasons, but federal law outlaws the drug. The state law says patients can use marijuana if they get permission from their doctors. 
Over the summer, the Anaheim City Council approved an ordinance to outlaw dispensaries that issue marijuana to patients. Police knew about another dispensary, but were unaware of the association that began about five months ago.
Thompson's ruling came after an hourlong hearing Friday morning at the Santa Ana courthouse in which attorneys debated whether federal law should trump state or city laws on medical-marijuana use.
Curiale said patients could be harmed and at risk of arrest if the law stays in place.
&quot;What the city is doing makes criminal what the state makes non-criminal,&quot; Curiale said.
But Johnson said the city should be allowed to create its own rules about dispensaries, which state law fails to cover.
&quot;What the state effectively has done is make drug dealers legal,&quot; Johnson said.
Johnson said the city justified the ban because of problems at another dispensary, where an armed robbery and illegal drug use occurred. An undercover officer went to the dispensary and got a name of a doctor to give him a prescription. The officer told the doctor that he had no medical problems, but the doctor gave him a note for $200 anyway.
&quot;It's been fraudulently abused by people who want to get high,&quot; Johnson said.
Curiale said all dispensaries shouldn't be shut down because of problems at one. He said laws, including Anaheim's, act as a &quot;boa constrictor on the body of patients of this state.&quot;
The ruling says a trial could be held in about five months.</description>

IRVINE â The three women who were arrested Tuesday for allegedly setting up a prostitution ring via Craigslist.org
advertised sex for $160 on the Web site, according to the Orange County District Attorneyâs office.
Kyung Ah Lee, 34, Los Angeles, was charged with felony pimping and conspiracy to commit prostitution, which carries a maximum punishment of six years in prison. The attorneyâs office said that Su Jin Park, 34, Los Angeles, and Hyun Jung Shin, 28, Los Angeles, were charged with misdemeanor prostitution and keeping a house of prostitution. Park and Shin face up to a year in county jail.
Lee posted $35,500 bail, Park is in custody on an immigration hold, and Shin was cited and released. All three are expected to be arraigned Oct. 29.
An investigation began when Irvine officers received complaints about a two-bedroom apartment on Giotto near Jamboree Road and the 405 Freeway, according to a report by the attorneyâs office. Officers watched the apartment and saw men come in and out during two weeks; several of those men who were stopped said they were paying $160 for sexual acts.
One of the two ads related to the charges includes nude and erotic photos, a phone number and the words âHottie Asian Girls waiting for youâ who will give a âgood timeâ for one hour between 11 a.m. and 2 a.m. for 160 roses. Police have said that ârosesâ is commonly used in online ads to refer to dollars.
Lee greeted a man on Sept. 28 who she believed was a customer, according to the district attorney. She also is accused of giving instructions and directions to potential customers using the phone number advertised on Craigslist. She is accused of taking $70 for every $160 paid to Park and Shin as her fee.
Shin and Park are accused of receiving $160, disrobing, and producing condoms. Irvine police found a container of unused condoms in the refrigerator and $1,670 in cash at the apartment.
Irvine police Lt. Rick Handfield said no one else has been arrested or charged in this investigation, which began in September.
Deputy District Attorney Andre Manssourian of the Special Prosecutions Unit is prosecuting the case.
The charges come one week after Irvine for the third time was ranked as the safest big city in the nation, according to FBI data. The âsafe cityâ title comes from Irvine having the lowest rate of violent crimes of any big city in the United States â including homicide, rape, robbery and aggravated assault.
Craig Newmark, who started craigslist in San Francisco in 1995, has said the site aims to make it easier for people to get everyday chores done. The free online-classifieds site has morphed into one of the worldâs most popular Web sites, getting 8 billion hits and serving more than 25 million users a month. There are 450 lists, covering all 50 states and more than 50 countries.
A search of Craigslist Tuesday found thousands of listsings for âerotic servicesâ in cities across Orange County â the same category where the arrested women placed ads. The Craigslist categories may contain duplicate postings, and the ads may not be specifically selling prostitution.
âAnd it doesnât take a rocket scientist to figure out what that is,â Lt. Mark Bailey, in charge of Special Investigations for the Orange County Sheriffâs Department, told the Register earlier. âYou can get on this thing and you will be able to navigate craigslist in no time.â
Craigslist prohibits ads that break the law, but its CEO, Jim Buckmaster, argues that its staff of 19 canât police billions of postings. In keeping with its communal approach, site operators rely on users to flag ads they find offensive.
But craigslist does have subheadings for casual encounters and erotic services, where the lists are filled with pornographic images and ads for drugs and sex.
Prostitution is a misdemeanor. First-time offenders â who sell or buy â face a maximum $1,000 fine and probably wonât do jail time, but police hope sting operations will have potential customers â and prostitutes â reconsidering using the Internet as their storefront for sex.</description>

SANTA ANA, Calif.âSnoop Dogg will spend 160 hours picking up trash at an Orange County park as part of his sentence for carrying an illegal weapon in an airport last year, authorities said Thursday. 

The rapper, whose real name is Cordozar Calvin Broadus Jr., will do &quot;everything from raking leaves to painting benches&quot; in order to meet the 160 hours of community service he was ordered to perform, his attorney, Donald Etra, said. 
&quot;He's glad to make a contribution to Orange County,&quot; the attorney said. 
Dogg chose the park site from a list of probation-approved community service sites and will be supervised by a park ranger, county Deputy District Attorney Andre Manssourian said. 
A Superior Court judge approved the park service on Wednesday. 
Etra and county officials declined to release the name of the park, citing concerns that media and fans might interfere with the work. 
No date was given for him to start or complete the service, but he wants to perform it as quickly as possible, his attorney said. 
&quot;He feels 'whatever it takes' to get this behind him. His goal is to make music, not court appearances,&quot; Etra said. 
The 35-year-old rapper pleaded guilty last month to one count of felony possession of a dangerous weapon. He was arrested Sept. 27, 2006, after the discovery of a collapsible baton in his computer bag at John Wayne Airport in Orange County. 
Authorities said the baton was a dangerous weapon. Snoop Dogg said it was a prop for a video he was filming in New York. 
The felony conviction on his record will be reduced to a misdemeanor if the rapper does not break the law for a year. 
His sentence included community service, three years of probation, $1,000 in fines and court costs, and a $10,000 donation to a county charity for troubled children. 
The rapper asked to perform his community service by working with children, Etra said. 
However, the court and prosecutors did not want him involved with children, gangs or football. 
&quot;We don't want to make a role model out of him,&quot; said Farrah Emami, a spokeswoman for the county district attorney's office. 
Additionally, the rapper already has his own nonprofit youth football league.

FOUNTAIN VALLEY, Calif. â It used to be so final: flush the toilet, and waste be gone.

The plant will process 70 million gallons a day.

After a process of microfiltration, chemicals, ultraviolet light and reverse osmosis, the treated sewer water will be injected underground to refill aquifers. 
But on Nov. 30, for millions of people here in Orange County, pulling the lever will be the start of a long, intense process to purify the sewage into drinking water â after a hard scrubbing with filters, screens, chemicals and ultraviolet light and the passage of time underground.
On that Friday, the Orange County Water District will turn on what industry experts say is the worldâs largest plant devoted to purifying sewer water to increase drinking water supplies. They and others hope it serves as a model for authorities worldwide facing persistent drought, predicted water shortages and projected growth.
The process, called by proponents âindirect potable water reuseâ and âtoilet to tapâ by the wary, is getting a close look in several cities.
The San Diego City Council approved a pilot plan in October to bolster a drinking water reservoir with recycled sewer water. The mayor vetoed the proposal as costly and unlikely to win public acceptance, but the Council will consider overriding it in early December. 
Water officials in the San Jose area announced a study of the issue in September, water managers in South Florida approved a plan in November calling for abundant use of recycled wastewater in the coming years in part to help restock drinking water supplies, and planners in Texas are giving it serious consideration.
âThese types of projects you will see springing up all over the place where there are severe water shortages,â said Michael R. Markus, the general manager of the Orange County district, whose plant, which will process 70 million gallons a day, has already been visited by water managers from across the globe.
The finished product, which district managers say exceeds drinking water standards, will not flow directly into kitchen and bathroom taps; state regulations forbid that.
Instead it will be injected underground, with half of it helping to form a barrier against seawater intruding on groundwater sources and the other half gradually filtering into aquifers that supply 2.3 million people, about three-quarters of the county. The recycling project will produce much more potable water and at a higher quality than did the mid-1970s-era plant it replaces.
The Groundwater Replenishment System, as the $481 million plant here is known, is a labyrinth of tubing and tanks that sucks in treated sewer water the color of dark beer from a sanitation plant next door, and first runs it through microfilters to remove solids. The water then undergoes reverse osmosis, forcing it through thin, porous membranes at high pressure, before it is further cleansed with peroxide and ultraviolet light to break down any remaining pharmaceuticals and carcinogens.
The result, Mr. Markus said, âis as pure as distilled waterâ and about the same cost as buying water from wholesalers.
Recycled water, also called reclaimed or gray water, has been used for decades in agriculture, landscaping and by industrial plants.
And for years, treated sewage, known as effluent, has been discharged into oceans and rivers, including the Mississippi and the Colorado, which supply drinking water for millions.
But only about a dozen water agencies in the United States, and several more abroad, recycle treated sewage to replenish drinking water supplies, though none here steer the water directly into household taps. They typically spray or inject the water into the ground and allow it to percolate down to aquifers.
Namibiaâs capital, Windhoek, among the most arid places in Africa, is believed to be the only place in the world that practices âdirect potable reuseâ on a large-scale, with recycled water going directly into the tap water distribution system, said James Crook, a water industry consultant who has studied the issue.
The projects are costly and often face health concerns from opponents.
Such was the case on Nov. 6 in Tucson, where a wide-ranging ballot measure that would have barred the city from using purified water in drinking water supplies failed overwhelmingly. The water department there said it had no such plans but the idea has been discussed in the past.
John Kromko, a former Arizona state legislator who advocated for the prohibition, said he was skeptical about claims that the recycling process cleanses all contaminants from the water and he suggested that Tucson limit growth rather than find new ways to feed it.
âWe really donât know how safe it is,â he said. âAnd if we controlled growth we would never have to worry about drinking it.â
Mayor Jerry Sanders of San Diego, in vetoing the City Council plan there, said it âis not a silver bullet for the regionâs water needsâ and the public has never taken to the idea in the 15 years it has been discussed off and on.
Although originally estimated at $10 million for the pilot study in San Diego, water department officials said the figure would be refined, and the total cost of the project might be hundreds of millions of dollars. Although the Council wants to offset the cost with government grants and other sources, Mr. Sanders predicted it would add to already escalating water bills.
âIt is one of the most expensive kinds of water you can create,â said Fred Sainz, a spokesman for the mayor. âIt is a large investment for a very small return.â
San Diego, which imports about 85 percent of its water because of a lack of aquifers, asked residents this year to curtail water use.
Here in Orange County, the project, a collaboration between the water and sanitation districts, has not faced serious opposition, in part because of a public awareness and marketing campaign.
Early on, officials secured the backing of environmental groups, elected leaders and civic groups, helped in part by the fact the project eliminated the need for the sanitation district to build a new pipe spewing effluent into the ocean. 
Orange County began purifying sewer water in 1976 with its Water Factory 21, which dispensed the cleansed water into the ground to protect groundwater from encroaching seawater.
That plant has been replaced by the new one, with more advanced technology, and is intended to cope with not only current water needs but also expectations that the countyâs population will grow by 500,000 by 2020.
Still, said Stephen Coonan, a water industry consultant in Texas, such projects proceed slowly.
âNobody is jumping out to do it,â he said. âThey want to make sure the science is where it should be. I think the public is accepting we are investigating it.â</description>

Today is the day before the day before Christmas. I am feeling a little guilty for doing as little as I can. Its 2:28PM and I just got up about an hour ago. I have been contemplating the future of my relationship and wondering if ignoring the red flags isn't the best idea. 
I think Ill go take a shower, play a little Call of Duty 4 (virtual homicide always picks me up) and wait for some more interesting people to post something.  </description>
